    2024

    • A10224 - An act to amend the Hudson River Park Act, in relation to the rights, powers, duties, and jurisdiction of the Hudson River Park Trust and the boundaries and uses of the Hudson River Park
      - Removes the West 30th Street Heliport as allowable within the entirety of Hudson River Park by amending existing laws we successfully advocated for that currently protect it.
      - This legislation allows for new future commercial uses solely at Pier 76, such as commercial office development, amusement rides and tourist attractions, facilities for waterborne transportation activities and floating restaurants.

    2025

    • A6311: Reintroduces the prohibition of municipal corporations from permitting the use of publicly owned land for helicopter air transportation operated for the primary purpose of conducting sightseeing tours over New York city or conducting photography, videography, or similar production activities over New York city; relates to the use of certain heliports in the city of New York.
    • A4043 & S5440: Prohibits an airport operator or aviation retail establishment from selling, distributing, or otherwise making available leaded aviation gasoline to consumers on or after January 1st, 2031.
    • A540 & S2299: Reintroduces the requirement that helicopters be equipped with flight recorders, cockpit voice recorders and terrain awareness and warning system. 
    • A2583 & S1140: Reintroduces the establishment of a tax on carbon emissions from non-essential helicopter flights & seaplanes in cities with a population of one million or more.

    2024 & earlier

    • A7638 & S7216: Establishes a tax on noise from non-essential helicopter and seaplane flights in cities with a population of one million or more. 
      - Passed the Senate, A7638 was assigned “same as” and looked to be a priority- DID NOT PASS
    • A7638-B/S7216-B Adds new article 12-B to tax law to establish a new tax on noise emitted from non-essential seaplane and helicopter flights at the rate of one hundred dollars per seat or four hundred dollars per flight, whichever is greater
      - Helicopter and seaplane operators will be required to file with the Department of Taxation & Finance quarterly at a minimum, permitting the Commissioner to retire additional filings at their discretion.
      - Revenue collected under this new article will be deposited into the Environmental Protection Fund.
    • A7277 & S6962: Amends the Hudson river park act to prohibit a heliport within the boundaries of the Hudson river park; extends certain provisions relating to interim commercial recreational use in certain areas of the park.  
    • A6985 & S6109: Prohibits municipal corporation from permitting the use of publicly owned land for helicopter air transportation operated for the primary purpose of conducting sightseeing tours over New York city or conducting photography, videography, or similar production activities over New York city; and relates to the use of certain heliports in the city of New York.
    • S6510: Requires a notice to be provided when selling a helicopter which contains all incidents reported within the past ten years by the national transportation safety bureau or the federal aviation administration involving the make and model, or a substantially similar make and model, of such helicopter. 
    • A3333 & S5878: Establishes a tax on carbon emissions from non-essential helicopter flights in cities with a population of one million or more. Such tax shall be imposed on each helicopter operator at a rate and schedule to be determined by the department of environmental conservation in accordance with section two hundred eighty-nine of this article for non-essential helicopter flights which were conducted in this state. February 24, 2023.
    • S4652: Requires helicopter pilots to have completed a helicopter safety and risk management training course utilizing a flight simulator training device certified by either the federal aviation administration or the European aviation safety agency before operating a helicopter within the state. 
    • A1100 & S1658: Relates to requiring helicopters be equipped with flight recorders, cockpit voice recorders and terrain awareness and warning system.
